A mysterious man known as Maboo appeared in New York in the 1960s. He realized several good deeds and is considered a savior. However, Maboo is actually the leader of the secret organization Geldra, which is plotting to conquer the world. The World Criminal Police Organization (WCPO) realized Maboo's intentions and sent the female agent Leila to Geldra's underground headquarters to expose the treacherous conspiracy, but she was captured and is being tortured by Geldra. WCPO then sent their best agent from the Rolling Thunder team, code named "Albatross", to rescue Leila and stop Geldra.
